How do you change out the turn signals on a 2002 Chevrolet Blazer?

Not the actual bulb but the turn signal cover itself?

if you mean the light itself because i dont think these have lense cover . but you should be able to just pop your plastics from the inside of your trunk and see the bolts that hold it on

OK here's the thing, do you do your own work? If you have to pay to get anything done, then of course it won't be cheap. Parts are another thing; like I said, don't buy cheap replacement parts.
