what causes uneven brakes front to back?

i drive my car, testing the brakes and then park it and feel the front disks.. they are very hot... when I feel the rear drums they are barely warm,, replaced rear shoes and same thing...
jacked up car, had friend step on brake, fronts are locked up, but the rear I can manually turn the wheel.. it is a little tight, but not tight enough to keep me from turning it.. why not enough pressure on the rear side? I looked and I dont see a proportioning valve.. the lines go straight to the fronts and rear wheels from the master cylinder?.. could it be the rubber hoses in the rear clogged up?

you may need to adjust the rear brakes a little or you could even have wheel cylinders that may be seized.remove the rear drums and have someone slowly push the pedal whilst you watch to see if the brake shoes move(don't push to far or the wheel cylinder will pop out the internals) if they move adjust the rear brakes.I would also suggest that you change the brake fluid to maximise the braking ability of your vehicle and yes brakes do run at about 60%front and 40% rear bias(depending on load) and the proportioning valve may be built into the master cylinder.
