Fleetwood Brake

As you can imagine there are many things to take into consideration when towing a travel trailer. The following are towing tips to make your journey safe and hassle free once your trip begins.

Checklist

When hooking up a travel trailer try to do things in the same order each time and use a checklist.

Tow Ratings

This item is here as a reminder because at this point you should have a tow vehicle that is able to tow the weight of your trailer. You can find your vehicle's tow ratings in the vehicle owner's manual. It is crucial that you don't exceed this weight. Going over the rated weight can cause handling difficulties, insufficient power in a tow vehicle and poor fuel mileage.

Weight Distribution

Load the trailer properly by storing heavy items low and forward and lightweight articles high. This will keep the trailer's center of gravity low and will help minimize sway, wobble and swing. It will enable you to maintain more control over your trailer.

Secure The Load

Make sure everything in your trailer is put away in cabinets and whatever is not in cabinets is safely tied down so it can't move. Checking the fridge is a good idea to make sure there is nothing that will spill or be thrown around during the trip. You wouldn't want to get to your destination and find a fridge full of broken eggs or spilled milk. Not a fun way to start your trip.

Hitch

Check the label to make sure your trailer does not exceed the suggested maximum tongue weight and towing capacity. Inspect hitch for cracks and rust before hooking up. The hitch will have 10% of the total trailer weight if trailer is loaded properly.

Ball

Check the label and make sure you don't exceed the suggested towing capacity. The ball should be lightly greased so trailer can turn smoothly and it should be located so the trailer sits level when attached to tow vehicle. Inspect ball for cracks and rust before hooking up.

Safety Chains

Safety chains provide added insurance that the trailer will not detach from the tow vehicle. Attach in a crisscross pattern under the trailer tongue, allowing enough slack for turns, but short enough to not drag along the ground. This prevents the tongue from dropping to the road if the trailer coupler separates from the hitch ball.

Weight Distributing Bar

By using a weight distribution hitch you are transferring some of the tongue weight to the front axle of your tow vehicle when you set the chains on the bars of the weight distribution hitch. Finding the correct link point may take a few tries. If you don't apply enough tension on the bars, you'll find yourself swaying, on the other hand if you put too much tension on the bars, you will be taking the weight off the back of vehicle.

Connector

Connectors need constant attention because they tend to corrode easily. Ensure the wiring is loose enough to make turns without disconnecting or touching the ground. Once you have it connected check the running lights, turning lights and brake lights to make sure they are working properly.

Brakes

Make sure the brakes are working.

Tires

Checking tires tends to get overlooked when towing a trailer. You should do a thorough check before leaving on a trip by measuring the tire pressure and a quick check whenever you fill up for gas which can be done by feeling each tire with your hand. Recommended pressures are indicated on the tire sidewalls. Also be sure the tow vehicle's tires are properly inflated. Please remember that with multiple axles and tandem wheels it is sometimes hard to tell if you have a flat just by looking at the tires because of the many wheels supporting the weight. You can usually check this by putting your hand over all the tires, the one that is hottest is the one losing air. The best way to be safe on the road is to measure the tires. Overloading and underinflation are the most common causes of tire failure.

Wheel Bearings

The bearings should be kept in good repair. If the bearings are not working correctly, the internal rollers are not moving freely. If the bearings are not properly greased, they can get so hot that they will actually weld themselves to spindle assembly. A total failure of wheel bearings will cause the wheel to stop turning which may cause an accident. In order to prevent this the wheel bearings should be checked at least once a year.

Commercial Weight Scale

The best way to know the actual weights of your tow vehicle, trailer and tongue weight is to use a public commercial weight scale. In order to be sure you are not overloaded you must weigh the vehicle and trailer fully loaded. It may take over half an hour to determine your weights but the time you spend doing this will save you time and money with unexpected repairs to your tow vehicle or trailer and possible breakdowns during your trip. Make sure you write these numbers down and keep them as a reference in the future.

Towing Mirrors

Towing a trailer creates many blind spots. Make sure you have adequate mirrors that give you the visibility you need for safe towing. Adjust your mirrors so you can see at least 200 feet (60m) behind the vehicle once the trailer is hooked up. If you have limited visibility you have two options; 1. install extended mirrors that replace your current mirrors, 2. attached a small mirror to your existing side-view mirror. This will enable you to see rear and side approaching traffic and be safe on the road.

Public Sector Outsourcing After the Recession

2009 is ending, economically, on a significantly more optimistic note than last year: while performance in most major economies continues to be sluggish compared with the boom years leading up to the financial crisis, the paralyzing uncertainty characterizing the turbulent days at the end of 2008 has given way to a calmer climate in which definite concerns about the future are nevertheless tempered by good-news stories from emerging markets and an increased faith in the economy generally, underpinned by the vast support mechanisms put in place by the world's leading central banks.

Nevertheless, for many economies – including some of the world's biggest – the outlook is now clouded by the consequences of the aforementioned state support: specifically, how to repay the truly colossal sums borrowed to fund the gaps which have emerged in national budgets as a result of bailout schemes, increased welfare responsibilities and declining tax revenues; and how to reduce those budget deficits to less traumatic levels without putting the brakes on the nascent recovery. The US – already facing the largest national debt in history – is expected to confront a budget deficit of over $1.5 trillion by the end of the year; meanwhile in the European Union, the world's largest economic bloc, some 13 member-countries have been ordered to reduce their deficits below the 3% threshold by 2014. According to a recent KPMG survey, 84 per cent of senior public sector executives globally expect their budgets to shrink in the short-term as a direct result of the crisis and subsequent downturn.

While governments the world over continue to wrestle with these extremely pressing dilemmas, part of the solution for many will inevitably be found in an increased utilization of the outsourcing option for public services. Outsourcing, of course, was already an increasingly commonly-used (if not necessarily popular, in the strictest sense) state tool in the lead-up to the crisis; now, providers are queuing up for new contracts as the pressure to cut costs and increase efficiencies opens doors which in a more favourable economic climate might have remained firmly shut.

In the UK – viewed as one of the economies hit hardest by the crisis thanks to an over-reliance on financial services, and facing a budget deficit of over £175bn – outsourcing contracts already account for around 13% of government spending; the UK is widely viewed as a ‘world leader' in public-sector outsourcing. Since the production last year by former outsourcing luminary DeAnne Julius of a somewhat controversial ministerial-level report heavily backing increased outsourcing, a drive towards efficiency via outsourcing has become entrenched policy.

However, with a general election around the corner and the opposition Conservative party's (consistently ahead in the polls for many months) commitment to swingeing cuts in public sector funding driving savings to the top of the political agenda (not to mention an upsurge in funding and lobbying efforts from the eager providers themselves) it's hard to see how the next parliamentary term would not see further recourse to the outsourcing of public services. Already, in the words of Mark Fleetwood of investment manager and analyst Brewin Dolphin, "consultants and outsourcers are so entrenched in the system that they're actually the ones sitting there and making the decisions for the government": the prospect of billions more pounds entering their coffers will certainly not disincentivize the country's major outsourcing players from deepening that entrenchment.

Many of the gains to be gleaned by outsourcing providers are to be found at a local level rather than a national one. The move towards local shared services – frequently in association with private-sector outsourcers – in the UK was already underway pre-crisis in accordance with the recommendations of the Gershon Efficiency Review of 2004-5 (see SSON's roundtable on the topic http://www.ssonetwork.com/topic_detail.aspx?id=2600&ekfrm=6 ). With local coffers under as much pressure as the national budget, outsourcing is in many areas seen as being the only feasible option to prevent administrative insolvency – despite the political ramifications (which can in some instances be ameliorated by passing the buck onto an unpopular national government).

Across the Atlantic the picture is less cut-and-dried, as a traditional distaste for public-sector outsourcing (reinforced by heavy pressure from organized labor to keep jobs under state control and within national boundaries) runs up against the overwhelming need to bring public finances back under some semblance of control. Muddying the water still further is the conflation in the minds of many both within and outside government of "outsourcing" with "offshore outsourcing"; the obvious political difficulties of moving jobs overseas, plus the consequent losses in tax income of such job-migration, make that specter a particularly tricky one to combat regardless of how accurate such a conflation actually is  - and most major providers do indeed benefit to some extent from the potential labor arbitrage associated with offshoring.

Aware of such deep-rooted concerns, however, providers have moved to counter them by increasing their onshore capabilities (the rise of "farm-shoring", reflecting the growing competitiveness in wage terms of some rural areas of the US, was a growing trend even before last year's crisis) and by playing on the traditionally all-American fear of ‘big government' – especially in the wake of the titanic (and, in some corners, much-loathed) TARP expenses rolling out from the Obama administration in the last 12 months – to position themselves as "part of the solution, not part of the problem".

Their cause has been boosted by an increase in interest in outsourcing at a state, rather than federal, level. Spending by the states has declined by over 7 per cent since 2007 and budgets are expected to tighten further over the next couple of years despite an improved economic outlook: the National Conference of State Legislatures (NCSL) puts the shortfall at $60 billion by 2011. While fire-fighting remains the order of the day for many state governments, there is a growing belief that the downturn might have tipped the scales in terms of ushering in a new (and, in many eyes, long-overdue) wave of public sector transformation): "The current crisis offers an opportunity to find better ways of doing business and better ways of providing service," according to Patrick Moore, Georgia's state CIO.

So I'm cruising in the city, when all the cars in front of me suddenly started braking fast....I slammed on my brakes and the ABS kicks in as it should and worked great....there were no accidents or anything just another day in city traffic, well when I came up to a light and pressed on the brake again....the peddle went down a little further then before in order to stop and my ABS light as well as the traction control light came on. The car does break, but you pretty much have to floor the peddle. I'm back home now, and there isn't a nearby brake shop or caddy dealership nearby, is there anything I can do to fix this....could the system need resetting or something?

So far I have bleed the brakes and disconected the battery but no change.

It sounds as though you've got a leak. The pedal should not be low as the result of a hard brake application that activated the ABS. You mention that you have bled the brakes - Did you note what the fluid level was prior to performing the bleed procedure? What method did you use (manual, power bleed - that is with an assist apparatus, or gravity? Did you do all four wheels? I have had a similar occurrence in a LeSabre that I owned. Turned out that a leak caused the low pedal because I broke through the corrosion on one of the steel brake lines. Without more information, it is difficult to determine exactly what is causing your problem.

What things have gone wrong with the car? Have replaced shocks front and rear. Have replaced center drag link 6 years ago. Have replaced center drag link yesterday along with steering damper/shock.
