How to fix my 99 Ford Taurus, the wiper blades turn on at random while driving.?

I have a 99 Ford Taurus and randomly while driving the wiper blades will start going. They swipe across the windshield a few times (1-3) then stop.

They work fine when I actually turn them on.

What's going on?
