In the state of california is it legal to have an HID conversion kit on a vehicle that didn't have them originally? For example a car is meant to have standard halogens. If you were to install a conversion kit to support Metal Halide bulbs is this legal? What are the acceptable Kelvin temps for headlamps? Is 10000K okay or is it considered illegal?

If your car did not originally have HID's, yes they're illegal, though that is per US DOT, not Cali. If they were available as an option, then you need to get the housing for the HID's.
