Sure, if nothing else is on the switch and you simply want to bypass the switch. With the circuit breaker for that circuit in the "off" position, or (in older construction) the fuse removed from that fused circuit, unscrew the switch cover and unscrew and remove the switch from the junction box. It is a simple matter to join the wire from the 'in' side and the 'out' side of the switch by twisting the wires together and covering the exposed wiring with the proper size of 'twist on' wire nut. Remove the switch altogether. With an adult monitoring the exposed junction box, turn on the circuit to test and ensure that both outlets work. Replace the switch wall plate with a flat "cover up" wall plate and you are done.

If something else is also on that switch (like a light fixture), things get a lot more complicated, and it's probably better to call in an electrician.
