Why does Stainless Steel implant never used in pair with either Cobalt alloy implant / Titanium alloy implant?

Whereas Cobalt alloy implant may be used in pair with Titanium alloy implant?

I would guess using a stainless implant with either cobalt or titanium would result in a galvanic (e.g. battery potential) situation - either would dissolve one of the implants or it at least would be painful - sort of like biting a piece of tin foil with mercury fillings.
