How can I tell if a certain single speed bike is fixed wheel or free wheel?

I was looking at a bike I want to get today. I do not know much about them.

All I can tell about it was it had hand brakes and it was a single speed with one chain. Is that enough info to tell if it is free wheel or fixed wheel?

non-fixies have to have them

ask the owner

if the bike moves backward when pedal goes backwards, it;s fixed gear
otherwise the pedal goes backwards freely, no effect on bike movement

it could also be a coaster brake bike but not if it had 2 hand brakes [probably]
